Germany has become the primary focus of cyber extortion in Europe, with data leak site (DLS) posts involving German companies skyrocketing 92% in 2025 compared to the previous year. This growth rate triples the European average, according to Google Threat Intelligence (GTI) data, signaling a dramatic return to the high-pressure levels seen in 2022 and 2023.
"Germany is now the epicenter of data extortion in Europe," said Jamie Collier, a senior threat intelligence analyst at GTI. "The speed and scale of the escalation are unprecedented, largely because German industrial infrastructure is both highly digitized and increasingly targeted by sophisticated criminal groups."
Why Germany? A Perfect Storm of Factors
The shift is not due to the number of companies alone—Germany has fewer active enterprises than France or Italy. Instead, its appeal lies in its status as an advanced European economy with a deeply digital industrial base, particularly the Mittelstand—small and medium enterprises less fortified than larger targets.
"We are seeing criminal groups actively pivot from big-game hunting in North America and the UK toward these ripe markets in Germany," explained Robin Grunewald, co-author of the GTI report. "Improved security in Anglophone nations and the use of private cyber insurance to handle incidents have made German firms the new low-hanging fruit."
AI and Localization Fueling the Fire
A key driver is the maturation of cybercrime-as-a-service, including AI tools that automate high-quality translation of ransom notes and negotiation scripts. This erodes the historical protection offered by language barriers, making non-English speaking nations more vulnerable.
"In 2024, the UK led Europe in DLS victims, but now the tide has turned," said Collier. "We are observing threat actors like Sarcoma—active since November 2024—placing ads specifically seeking access to German companies in exchange for a cut of extortion profits."
Background: The Re-Emergence of German Pressure
Between 2022 and 2023, Germany experienced intense cyber extortion waves, but activity cooled in 2024 as the UK became a prime target. The 2025 reversal marks a resurgence. The 92% rise in DLS posts for German organizations reverses a brief relative calm and signals a structural shift in how criminal groups prioritize European targets.
Global DLS posts increased nearly 50% year-over-year in 2025, yet Germany absorbed a disproportionate share. GTI data shows the country now accounts for a leading percentage of European data leak victims, surpassing France and Italy.
What This Means for European Security
For German businesses—especially those in manufacturing, logistics, and technology—this surge means heightened risk. The Mittelstand must urgently review incident response plans, increase employee training, and invest in endpoint detection and response tools. Cyber insurance providers are also revising premiums and coverage requirements for German policyholders.
"Companies can no longer rely on obscurity or language as a defense," warned Grunewald. "They must assume they are in the crosshairs and bolster defenses accordingly, including multi-factor authentication, offline backups, and regular tabletop exercises."
The shift also has broader implications for European cybersecurity policy. As threat actors exploit digitization, coordinated cross-border threat intelligence sharing and public-private partnerships become critical. The European Union's NIS2 Directive, due for implementation, may need accelerated enforcement in Germany's industrial sectors.
